SCRAP letter to the Wall Street Journal published
On June 15 I wrote the Wall Street Journal, about their June 13 editorial trashing Congress and the idea that an old car buyback program could work. I agreed with their view of Congress and its inefficient, political approach to the issue.
I disagreed on the issue of old car buybacks, and laid out the history of Unocal's South Coast Recycled Auto Program (SCRAP). I had run that program and its success exceeded my wildest dreams and those of regulators, old car owners and Unocal.
