Afghanistan North-West Energy and Infrastructure Assessments
Dr. Jack Rafuse and John Starnes
Prepared for the the International Resources Group (IRG) under contract with the U.S. Agency for International Development (USAID), this project gathered information on energy and infrastructure projects in seven North/West Afghanistan provinces. The projects had been proposed for USAID funding; the report presented information on approximately four dozen projects, evaluated them according to an agreed set of criteria and rated and prioritized them into a “roadmap” for USAID use in allocating funds. It also made recommendations for additional actions by Provincial Governments and by USAID, to ease the path for such projects in the future.
